Bhubaneswar: State cabinet cleared the Odisha Tourism (Amendment) Policy-2026, a major reform aimed at strengthening the tourism sector and aligning it with Vision-2036 and 2047. To improve ease of doing business, the minimum investment threshold for 3-star and above hotels has been reduced from 50 rooms to 10, in line with national norms. Expansion norms have also been relaxed, lowering the eligibility threshold from 50% to 25% of existing capacity.The Capital Investment Subsidy (CIS) framework has been simplified into two slabs — 30% subsidy capped at Rs 50 crore for projects up to Rs 200 crore, and Rs 100 crore for investments above Rs 200 crore. In the existing policy it was a maximum of Rs 15 crore for investment up to Rs 50 crore and maximum Rs 20 crore for investment beyond Rs 50 crore.
