The progress of PM Surya Ghar Yojana, under which residential consumers can install solar rooftop photovoltaic (SRTPV) systems continues to be slow in the Bangalore Electricity Supply Company (Bescom) region as the utility has installed only 3,453 systems since 2022 when the scheme was launched in Karnataka.
Under the scheme, consumers get subsidies up to 60% for the installation of rooftop solar plants. For a plant of 1 kilowatt (KW) capacity, consumers get a subsidy of ₹30,000, for which the total installation cost would be around ₹60,000 – 80,000. Similarly, for 2 KW capacity plants, the subsidy is ₹60,000, and for 3 KW plants, it is ₹78,000.
The data provided by the Demand Side Management (DSM) department of Bescom shows that while 70,830 applications have been received so far, only 3,453 of them have proceeded to the installation stage. Bescom officials said that there is a large gap between the number of applications received and the installations, as most people do not take up the project in a serious manner.
“Most people randomly apply and are not serious about installation. For instance, if someone lives in a rented house, they cannot install rooftop solar systems, and even such consumers sometimes apply under the scheme. Then comes the vendor dilemma, where they are not aware of which vendors to select. Out of the total number of people who applied, only 6,122 of them went to vendor selection stage,” said a Bescom official.
However, consumers present a different version of the story. They say that while they want to install solar plants, the sub-division officials do not take their applications seriously.
“The response at Bescom sub-divisions when we approach them after applying is not great. We get calls from vendors pretending to be Bescom officials. The local officers also have some favouritism when it comes to vendors and want us to route our project only through such vendors. After multiple attempts, I gave up on the plan to install rooftop solar plant under the Surya Ghar Yojana,” said Vishnu Kumar, a resident of Rajarajeshwari Nagar.
Gowri R., another new homeowner in Doddakallasandra, said that while she had initially planned to install solar panels on the rooftop of her house, she had to drop the plan after having to allegedly pay bribes for other electrical works. “During the construction stage, from temporary meter to approval for the elevator, we had to pay bribes at every point. I decided not to install the panels as I did not want to pay another bribe,” she said.
Bescom officials denied the allegations and said that with the whole process of PM Surya Ghar Yojana being online, there is no scope for corruption and consumers can easily apply and get the plants installed.
Gruha Jyothi a hindrance
The Gruha Jyothi scheme, under which eligible domestic consumers get free electricity up to 200 units, a Bescom official said, has been one of the major hindrances for the installation of rooftop solar plants. =
“We continue to do social media campaigns and put up banners, hand out pamphlets at our exhibitions to get the consumers who do not come under Gruha Jyothi to install rooftop solar plants. But this number is very small,” he said.
