A Division Bench of the Kerala High Court on Monday expressed its displeasure over the State government’s failure to mention the details of the action plan to deal with the human-animal conflict in the Aralam farm in an affidavit filed before it.
The Bench comprising Chief Justice Nitin Jamdar and Justice S. Manu directed the government to file an additional affidavit incorporating the details of the action plan formulated to mitigate the human animal conflict at the farm.
When a public interest petition filed by Baiju Paul Mathews, seeking a directive to take steps to tackle the frequent wild animal attack at the Aralam farm came up for hearing, the government pleader submitted that a committee headed by the Forest Range Officer was constituted at a review meeting held by the Forest Minister on February 28. The committee was being monitored by the local-level and district-level committees.
The government did not mention in the statement whether the committee headed by the Range Officer was formed in response to its oral direction or written directions, the court pointed out. The court said that it did not find any reference to experts’ input in the matter of formulating the action plan.
‘Situation under control’
The government pleader had assured the Bench that all efforts were being taken to deal with the problem and the situation was under control. However, the court observed that oral submissions would not achieve the purpose and all issues should be addressed by including their details in an additional affidavit.
