Recognising the pressing need for institutions such as Dr. B.R. Ambedkar Open University (BRAOU) and Potti Sriramulu Telugu University, which the residuary State of Andhra Pradesh lost to Telangana at the time of bifurcation, the TDP-led NDA coalition government is clearing the decks for the establishment of the two universities here.
“A final decision on the issue is likely to emerge in a week,” said Principal Secretary, Department of Higher Education, Kona Shashidhar.
Speaking to The Hindu, Mr. Shashidhar said the government did not intend to change the name of Dr. B. R. Ambedkar Open University, which could be started here immediately, as the new institution did not require a sprawling campus.
As distance learning and online programmes make education accessible to even those residing in the remote areas where higher education opportunities are limited, aspirants in Andhra Pradesh have been waiting for the facility for 11 years.
The BRAOU is listed in the Xth Schedule of the A.P. State Reorganisation Act, 2014, and the bifurcation process of the university (distribution of assets and liabilities between Andhra Pradesh and Telangana in the stipulated 52:48 ratio respectively), has not yet been done.
Established on August 26, 1982, as Andhra Pradesh Open University through the APOU Act, it was the country’s first open university. It was renamed as Dr. B.R. Ambedkar Open University on October 26, 1991.
Students’ fee goes to Telangana
Andhra Pradesh has 76 study centres of the university with 26 regular employees, 13 pensioners and 456 part-time employees. The annual fee collected from the students pursuing graduate, post-graduate and diploma courses through these study centres is ₹16.36 crore, which is paid to the university management in Telangana.
But the Government of Andhra Pradesh pays salaries, pensions and other cash benefits to the employees and pensioners in the State.
“The ₹16.36 crore we pay to Telangana every year includes a grant of around ₹4.51 crore, fee of ₹11.6 crore paid by the student of Andhra Pradesh and around ₹90 lakh collected towards entrance fee,” said Officer on Special Duty (OSD) for BRAOU study centers in Aadhra Pradesh Velaga Joshi.
“Starting our own university here will not be much of a financial burden, as the fee collected from the students can be utilised to address the immediate needs of the institution in the initial stage,” said Mr. Joshi, who, along with Chairman of A.P. State Council of Higher Education M. Madhu Murthy, met HRD Minister N. Lokesh recently to discuss the issue.
The BRAOU management in Hyderabad, meanwhile, denied permission to the students of Andhra Pradesh to enrol in its courses from the academic year 2024-25, citing Section 5 (1) of the A.P. State Reorganisation Act on the 10-year period when Hyderabad served as the common capital of both Telangana and Andhra Pradesh.
Students from Andhra Pradesh in the ongoing batches were, however, allowed to complete their course, but they were made to switch to the online mode in June last.
The university employees serving at the study centres in Andhra Pradesh had not received salaries since January this year, as the BRAOU management refused to certify their services citing lapse of the 10-year period, following which thee salaries were paid by the Government of Andhra Pradesh.
Three campuses
Similar is the case of Potti Sriramulu Telugu University. The institution’s three campuses in Srisailam, Rajamahendravaram and Kuchipudi could not make admissions in 2024-25, as the university in Hyderabad wound up its Andhra Pradesh operations.
Established in 1985, the university works as the main centre for teaching and research in language, history, culture, fine arts, performing arts, religion and philosophy of Telugu-speaking people.
“We have 25 acres of land in Rajamahendravaram and some infrastructure, which can be utilised to start the new facility,: said OSD for the campuses in Andhra Pradesh V. Nireekshana Babu.
Stakeholders are of the view that the government can help them save at least the current academic year by operationalising the two institutions in Andhra Pradesh at the earliest.
