Bhubaneswar: Arabinda Kumar Padhee, principal secretary of the agriculture department and a 1996-cadre IAS officer, was promoted to apex grade (level-17) and appointed as additional chief secretary. Sushil Kumar Lohani, a 1995-cadre IAS officer, was given proforma promotion to the apex grade of level-17.
